"the transplant wasn't required" The longer a person is on the kidney transplant waiting list, the worse the patients overall outcome. So every day she waited on the list, the worse she would do. I don't think the transplant being "required" factors into this. We also don't know how much the hospital actually knew about the patient being high risk.
