Hammer yourself out a piece of copper tubing (3/4" works well) to a flat spoon shape at one end and put it behind the hole. Pool your weld into the hole with the copper as a backer. It'll allow you to fill the hole and won't stick to the copper pipe.

OR you can drill a small hole in the old seal,, screw a sheet metal screw in it and pull it out without pulling the cover or the shaft out .. then slide a new seal in,,,
