I don't think identity theft would work with any of this stuff. The newest ID is from 1990, not even barcoded, and the vast majority of the stuff is just not relevant to personal identification. It's interesting to look through the licenses and follow the development of them over time from a hand-typed Dept of Revenue product through to a computer generated PenDOT photo ID with security ...
