The main issue is that, often, they do not realise they need admin rights until they get to their destination and need to change something. So a local database probably wouldn't work. I am considering the idea of using the web to interact with the local service though, I think that's more secure. More investigation needed methinks

Safeboot & Safeguard are the main encryption methods used. I think safeboot is quicker to install though. Email: Im pretty sure PGP is good at this As an encryption tool you may want to look at TrueCrypt.
