I live near a park that has sturdy benches probably about 18" to 24" high. Would they serve as a step routine?

Yes, I would only recommend it for short periods and doing basic step, don't attempt any of the fancy steps you might have done in a class! For fancy stuff you don't want to go higher than 10" Also you need to take the steps slowly. Better to go slow and steady for longer as you are going 'down' a great distance, if you land heavily and repeatedly you will seriously damage you knees. use ...
