I've been having this problem for quite a while now and it's really fustrating.I can't download anything without UAC (user account control) asking me to enter my administrator password .I know the it but,in the UAC dialog box ,i don't see where to enter it. The program worked under Vista. If I allow program or disable UAC "There was a problem sending the command to the program" 1 person needs an answer I do too

Microsoft Word 2000 was released in June of 1999, it is considered to be a product that is not certified to work under Windows 7. Either upgrade to a more recent version of Office (version 2003 or later can work). Otherwise, right click the Microsoft Word 2000 icon and click Troubleshoot Compatibility and select an appropriate version of Windows the program is known to work in.

Sounds like a local security policy setting. I personally turn off UAC (it's too much hassle), but to troubleshoot. I would start by reviewing the local security policy and see if there is something preventing the access. Hope that helps provide some direction.
