far as navies are concerned, i think most people will say South Korea. Just plain ol' better equipment all around. Few years ago, when South Korea examined a sunk dprk midget sub, they found off the shelf electronic equipment from akihabara japan. (akihabara is the dork center of humanity where you can buy all sorts of anime and electronic gizmo related goods.)
