Credit Card transactions charge 3% I read somewhere. T/C charge x % ? ATM y % ? Sounds like best to bring cash and T/C. What are the reputable banks in Hanoi , Hue, Hoian, HCMC? Are ATMs safe? Appreciate the tips :=)

ATM every time. Travellers' cheques are a hassle anywhere, even more so in a country as anally bureaucratic as Vietnam, and carrying a lot of cash is always risky wherever you are.

Travelers need the service with the widest footprint. Business people need a service that doesn't drop calls. If you stay home, get magic jack. If you go about town, check out the cheapest rate T-Mobile and save some cash!
