Had this problem before, waited 3 hours of it being off, turned it on, then it works. This time it doesn't work. Recently had a flashing amber light and I jumped the green and black wires on the motherboard plug coming from the power supply and the fans worked as well as the computer. I have the Dell Dimendion E521. When I turn the computer on it takes three to four tries before it comes on. each time its an amber light finally I get a gree light and the computer boot up. When I open the computer on the motherboard the light is amber but the on button is green. Whats going on? I have reseated the hardware inside the computer.

Well, I arrive up here at my folks' place where I happily set up an AppleTV about 18 months ago to find it's little light on the front blinking amber and totally dead. No sound, no video output, nothing. You plug it in and nothing happens. Needless to say I'm bloody annoyed.

I seem to have developed a common problem this week. All of a sudden my dv9000 stopping seeing any wireless network. I updated the BIOS, spent two nights chatting with HP Support, to no avail. I have a XPS720 desktop (out of warranty) and have had the blinking amber power button issue these last few weeks. Leaving power cord out for a hour or two and it boots OK. ah..that has happend to mines too..useally I will unplug and than plug it back in after 30 seconds to see what happend...you can also check your network on your computer to see whats going on or call the company your computer is from and maybe they can help you out..

Assuming the replacement power supply is OK, a steady amber light can be the motherboard or anything on or attached to the motherboard. Disconnect the hard drive and CD/DVD drives and try booting. Obviously it won't boot with the hard drive disconnected but you may get a different diagnostic indication. If no change, the next potential would be the memory modules. BTW, you posted in...
