Found a used Canon 70-200 f/2.8 IS on Craigs List today. Was trying to talk myself into getting something cheaper. Knew that I would not be happy with anything else. You get what you pay for. One word....heavy. The bugger weighs 3.2 pounds. But, it is razor sharp! Now I need to learn how to use it. Not sure what all of those buttons on the side mean.

One of my first telephoto zoom lenses was the 75-300 f4-5.6 non IS. The lens is very inexpensive and at the bottom of the line, however I have been able to get some great images with it. I have to admit that they are not as sharp as I would like like but for around 200 us dollars you can't complain. The IS version would make a big differance and would recommend getting that version. ...

James - all lens choices are compromises involving, among other things, the price. Your Bower 650-1300 is a f8 maximum aperture lens. Thus, autofocus would not work on this lens, and as well, the lens is manual. You must be on a tripod because of small aperture and thus longer shutter speeds.
