If one SP rep lives in the "New Merck aligned territory" and your legacy SP and merck colleagues live 50+ miles away from new merck territory. Even if they have better performance ratings, will location supercede performance ratings for placement? Or will performance ratings supercede location? Thanks...

You probably can, but do you want to? You might look a bit heavy-handed. How about an email suggesting that the change is being considered, and allow one week for comment. Then do it (unless one of the comments convinces you otherwise). Then people have had a chance to object AND tacilty agreed
