They are family, it's an inheritance not a subsidy. You don't know how close he is with his grandkids, or how he feels about sister A or sister B. The only thing that matters is that he made his wishes known and drew up the will. I'd say the arrangement he set up is quite common, and sister A has no right to unilaterally change it.
