Advocate car manufacturers add a throttler on all cars to prevent them from going over a certain speed. Say 75 mph. Speeders kill far more people than drunk drivers. And the throttler could be relatively cheaply (compared to breathalyzers) added to cars. Plus no hindrance of having to blow. (Plus, plus...drunk drivers could no longer speed, at least)
