I suppose I agree with both of you. There doesn't need to be super villains with immense levels of power, but rather, they just need to show that Silver Surfer is a much more deeper character than he has appeared to be. Stronger villains would add to that, but again, I refer to Superman who hasn't had a powerful villain in a long time. Maybe they could do something...
