Didn't want to bury this in the Sims 3 thread. The Sims 3 Create a World Tool is the same tool that the developers used to create Sunset Valley and Riverview. Yes, it can be used to add more lots to those worlds. This is much more powerful than the editor in Sims 2 and its ease of use has been likened to SimCity.
