My eth0 is in promiscuous mode by default and any settings from the guest's OS are ignored. If I understand it correctly, in some older versions of Xen this had to be done in order to make multicast work but it shouldn't be necessary any more. Would it please be possible to turn this off? I didn't encountered a network card(lan) that doesn't support promiscuous mode...and I've used many brands from low to high end. probably you are on a switched network...so you only see broadcast traffic(and your own). Depending on the switch you plugged in...you can mirror the traffic from the switch ports to the switch port you're plugged in.
