We have travelled twice to Bali in the past and have stayed at resorts in Tuban. This time we are staying in a Villa at Canggu and have been told we need to pay 25 000 rupiah to the police station on our arrival. Has anyone else had to do this ?

Ermm... you're mostly right (if rhetorical) but strict liability is actually a legal term meaning that the prosecution has no requirement of mens rea - they don't have to prove any intent to convict.
