levelling playing field I've already looked up and it was no use; If you say that two differet parties struggle to find an agreement and at some point one of the two makes concessions, levelling the playing field, you mean "andare incontro" or something...I'm sure there's a more precise way to translate it.

and full control of the playing field is what they don't have 60 votes for, heck they don't even have 50 votes perhaps. we have minimal regulation of the insurance industry now, with this bill, sweeping regulation will take effect nationwide for the first time. without the bill, i don't see anything. there is nothing else on the table, nothing even to build upon.
