Those of us that have a good feedback rating when paying with them should NOT have to suffer because of those that don't. Its the buyers responsibility to cancel any bid that they think will not be payed. The paypal only rule is possibly illegal and excludes those that can't get credit because they are disabled and don't make much money or just refuse to deal with those that have gotten the world...

I thought I read a post about sending money orders to family members in prison along with a regular letter. The prison would take out the money order or cashiers check and put it in their account.
