I have a notice to update my computer with Microsoft KB973688 (XML Core Services 4.0 Service Pack 2). But I have Service Pack 3, why is it telling me this update is for Service Pack 2? Do I need this?

hi, i'm having aproblem with microsoft update. I get a message that says the website has declined to show the webpage 403 error. this started after I removed ie8 to fix a problem with flash player. does anyone know how to fix this problem. thanks
