Is it because the keyword is so close? I thought the destination page has to be at least on the same ...

My understanding of the rule is that, as you point out, that ad should not be allowed because the destination domain is not the same as the one shown in the ad. I did check who this leads.com is and it happens to be an Adwords authorized reseller. Don't know if it has something to do with it, some special rule for resellers.
