My upstairs neighbor had plumbing problems and water came into my unit through the light fixtures: one heat lamp and then the florescent lights. The heat lamp is working fine but the florescent lights only started to work when I replaced the 2 bulbs (48"-40 watts). However, they do not light up right away as they use to. Forty florescent bulb (T12) ballasts are for sale. All ballasts are known to be in good working order. Florescent fixture is wired to a switch. The feed comes from a pull chain light on the same circuit.
