"their" premiums help to pay for the losses for the very small numbers who DO have a fire... EVERYONE who has "health insurance" WILL use it at sometime in their coverage...and many put OFF going to the doctor until the coverage kicks in, and then IMMEDIATELY start going.. People buy it BECAUSE they plan to use it.. If you buy fire insurance and then set your house on fire, you go to jail.....
