In almost all the paintings of the Holy Roman Emperors from Charles I to Francis II, you see them holding a cross like symbol in their hands. It's in the shape of a sphere with a cross on top. What does this symbol mean and represent?

When Vader goes to the Emperors room on the Death Star and they discuss troop movements and the Emperor tells him to go to the command ship and await his orders then he turns around and there are 2 men there with weird outfits.
