Yes, the U.S. and State Constitutions need to be amended for extreme cases, such as child abduction/murder. I propose that castration by HACKSAW (without anesthetic) be performed on those bastards (allowing mother or father of child to actually execute the task), before they go to prison for life. This idea would have a wonderful deterrent effect for would-be abductor/murderers.

Do state constitutions take precedence over the national constitution??? Federal law overrides state law...
