To be fair I won't define exactly what specifically are some examples of "conspiracy theories" but the question is, is an idea without any scientific proof or other proof that is believed regardless and appears to be done so out of irrational or out of proportion fears and shows a constant phobia of persecution a sign of paranoia?

Sorry, but the only people I have ever heard talking about HAARP are people who believe in an Illuminati New World Order.
