Williams isn't really that mobile. i don't know, he's got way too much arm length advantage but he's not that great in terms of footwork. Pacquiao has a chance, but with Williams being a freak of nature, it's a close call.

It's clear that all the Pac huggers can't refute Bob Arum's concern and perhaps Pacauiao's. I give Pacquiao the benefit of the doubt since Bob Arum wasn't speaking for him, but Bob Arum promoted Mayweather Jr. and now Pacquiao, so why would he try to "cunningly" shift a potential loss off as an "unfocused" aberration? Bob has been in this game and in the gyms of great boxers for several decades...
