Where do you want to go in Algeria? For Tlemcen, you may go to the Moroccan port of Nador, take a ferry to Almeria in Spain and another one from there to Ghazaouet. Count with about 400 euro/pax for the ferry (one way and back) http://www.trasmediterranea.es/ If you want to go further inland, it may be better to fly (via Casablanca - Alger or via Paris).
