Probably Costco, if you have a membership. A lot of small Asian restaurants buy supplies there, so the turnover of big containers of the peanut oil should be good and steady.

Old Town welcomes dogs, including some restaurants, and there are real estate agencies who specialize in dog properties. You should have no problem with a dog in that part of Alexandria, and it would be much easier than parts of Arlington to keep you and the dog happy.
