It's a Clemson University tradition to stock up on $2 bills and stamp them with the orange tiger paw for use at bowl games. I'm sure the stores really hate it, but it is how Clemson shows the host city the financial impact of Clemson fans.

The $2 bill is still current. It's printing cycle is just much less frequent than other bills. The last printing was in 2003. In fact your link to the $2 bill shows it to be from the 2003 printing.
