but the thing is static has tied with superboy already
that was way back almost at the beginning of his old book,the superboy farther into his book was way more adept at using his powers,but now he has a completlety new EXTRA set of powers to use.having half a teen kryptonians power with his TK field which we have seen how powerful it was together makes him almost unbeatable.

black lightning cam shoot lightning from his body,and if he concentrates can create a kinda force field,and sometimes he can fly,he cant beat a kryptonian it was a plot device,that issue had me scratching my head,because none of the hereoes that fought the Ks should have been able to stand up to them.

Kon-El is genetically engineered with half of Superman's DNA but at adulthood he's designed to be every bit as powerful and more. That was stated a few times when his book was still on the shelves.
i think they would make great teammates,not only cause they can be friends,but because their powers are different enough that both bring something to the team.

You're kidding right? Me thinks thou art reaching. Static is meant to be on par with Magneto, if not, at least somewhere around his level. I'm sure Dwayne Mcduffie likened Static to the Master of Magnetism himself. I know you wov Suberboy but, at least be reasonable. Kryptonians are not invincible.

Icon and Superman were carrying the "nightmare machine to defeat Rift, but it ran out of power. Static charged it up at the last minute before he fell unconcious (or died). As for who would win, I don't know, but it would be great...
Really the environment is the deciding factor on whether or not Static can beat Superboy. In a straight up open field, Static could hold his own but eventually lose. In the middle of the city, where Static can manipulate metal and such, it'd be the other way around.
