without some decent content it is hard to attract the 'best' links. You can buy links all day long but I have seen sites get natural links from sites like The department of energy and forbes magazine online, etc...
Obviously, good content will also keep viewers on your site longer. More time for them to click on any Ad Sense or paid advertising you have placed there. Bottom line is $$ is king!
