I think you hit it on the head there. It sees it as a drive and not an ipod and itunes doesnt get it passed. I put in a bug report. Hopefully someone looks at it soon.

Hey guys! I was in the same boat as all of you, but I was sure their had to be a solution to this problem. I found a solution that worked for me! Ive got the Windows 7 64bit, and my ipod is sycning as we speak! Follow these steps.
1. Disconnect your iPod Shuffle from your PC
2. Press CTRL-ALT-DEL, start the Task-Manager, go to Processes and end the process for "ITunesHelper.exe" ...

Was able to go to Disk mode.
was able to copy files to ipod
and then when connected loops to restore...

i figured this one out. if you have all your music on your new computer its an easy fix. restoring your ipod to factory settings will delete all your music but then all you need to do is sync it. it will work as it reinstalls all new software to your ipod so it will work with the new computer. ( note: i do not know about mac to pc and vice versa) i changed from windows xp to vista home...

I recently installed the latest update for itunes 9 and ever since then, I have been having trouble syncing my ipod. I have reset it to factory setting through disk mode and that didn't work.
