Unfortunately, no, you cannot modify seatbelts in that way.
Also, the MOnterey, while a really fantastic booster, is not an appropriate choice for a three year old child. He needs a top-tethered harnessed car seat.
Your five week old needs to remain in a harnessed REAR FACING car seat for several more years.
In your shoes, I would buy the 3 year old a forward ...

Ok, the Monterey is an extremely wide booster, so it's not good for any three across situation.
The Radian is NARROWER than most boosters. Furthermore, a booster is not a safe or appropriate choice for a three year old child. It just isn't. You need to cross that off your list.
You will find that buckling a five point harness is MUCH easier than getting your hands down in between ...

I have seen two Radians and a booster in a Neon. Not sure which booster it was, but it was a low back. RF Radian in the middle and one FF ourboard with the booster behind the pasanger seat.
Your cars are workable, not too terrible small. Your 3 1/2 year old needs to be harnessed, way to small and not mature enough for a booster of any kind.

i guess i should have added that we don't have $200-$300 to spend on seats. the $99 that the monterey & vivo could be had for is about the farthest i can go.
i will do that. had to take a long lunch today to work on one of the cars that blew a spark plug out..... so, i will probably not be able to until next week.

Plus sitting between two shelled seats (albeit one rear facing) will offer SIP. However, it's a pain since it's be like installing a seat every time. I just wanted to jump on the side impact bandwagon There's a backless booster (I forget the name, but it's new) that claims to have SIP. Uh.... it's backless..... there's nothing to protect the head. Their SIP is for the hips When you are looking at SIP, forget what labels are or are not there. Just look at what's around the head. THe more/bigger head support (or deeper the sides), the more SIP. Don't think I have anything that would be considered narrow to try, unless you want to see if a Graco Airbooster is narrow enough for your situation. It's my dckids' favorite booster, they fight over it lol. I'm guessing you've discounted it because of the lack of SIP, but would a Ride Safer Travel Vest be an option?...
