Use a qtip with rubbing alcohol on the cartridges.

Dust 'em off and clean it with a wet towel then dry it with a Shamwow. Playing CoD instantly makes you a gun expert.

It's simple really. Just get a bucket, and fill it up with windex, lime-a-way, and industrial strength floor cleaner. And just let the cartridge soak for about an hour or so. When you pull it out, throw it in the microwave for about 30 to 45 seconds so it can dry and voila. Good as new. Although you will also want to make sure your console is very clean since they are older and very touchy. Just get some all purpose cleaner and spray it...
