What year? How many miles? Minivan or fullsize? Does the AC work? Have you checked the coolant level? Can you see where the hose goes through the firewall and into the heater core? Does that hose feel hot? Does it have pressure?

Yes, change the thermostat. Sounds like it is stuck open. Cheap, easy repair.

might have to disconect one of the heater hoses and flush the heater core out, I had to do this a couple of years ago, easy to do.

It's a good possibility that the blend damper door is vacuum operated. You probably have a vacuum leak somewhere among the components related to the system....or the controller that opens/closes the door has a bad diaphragm. That would explain why it begins to 'work' when the RPMs are elevated.

hate to bring this up.. but the blend doors could be broken as well... and that is gonna be a tough fix... you can go to the dodge forums and look through there without registering. If it is a climate control like previously mentioned.. it could be the blend door motor.. which is a pretty east fix/replacement. But if the door shaft is broken which is very common.. it get's labor intensive and pretty expensive as well. If that is it.. I...
