That is the same question that I had. I think his last name is something like Rausch. He used to star on a series about a cop with a big gun who was always messing up. It was a great show, and his famous line was "trust me, I know what I'm doing".

He has been on several series, and guest spots on lots of shows, never a really main character but good enough. I lile him. Even playing the bad guy
