I have a stock bodied 75 911 with factory Fuch 15x6. The car is not for anything other than playing around in, but would like to increase the wheel diameter and lower tire profile. 17" by chance. My local tire shops seem to know noting other than custom $ 5,000 wheels. Any suggestions?

I know that you have ruled out the vacuum booster already - but I would still lean toward that - when mine failed it was a very slow death that was somewhat inconsistent in its reaction to the normal tests. I also got the rough idle when the vacuum line was removed despite the failing booster. Upshot was that the car ran much better once it was replaced!
Also - you might check the obvious...
Gogar is correct. Get some vaseline and rub it onto the entire wheel (black and anodized) like you were putting wax on. Go around an do all four wheels. Then come back and buff the excess off. Wheels will look like new. I use paper towels to apply and take off, but you could also use an old towel. I would have to go back and look, but I believe this is in the owners manual.

The only part I can answer is that the "Molly filter"--why can't people spell???--is the Mahle filter, a standard 911 fitment. Oh, and don't go into Malaysia. You might meet someone who'd been arrested in Singapore for chewing gum.
As all have said, there should be nothing in there except air, and certainly not in the quantities you describe. The "membrane" you mention in the fuel part of the wur is thin, but it is a metal disc and not likely leaking--though that's still possible. It could be the 0-ring seal that keeps the upper and lower halves of the chamber together. Can you see any traces of gas eminating from the round plug that contains the pressure...
Thanks for the great pic. Ill probably use the thermotime port as a start and see what happens. Alot of speculation as to why it wont work, but wont really know unless i put a Oil/Coolant Temp Switch in the port and see... It was after all the place where they put the temp switch for the CIS (If its a terrible place for a temp switch, why would Porsche put it there?)... don't get pirelli pzero nero m&s tires. had these on a past car and they were amazing in dry conditions, not so good in wet and totally worthless in snow/ice even with awd.
