Rick, I would venture to say, this fox has some sort of skin ailment. Dermatitis, mange, even extremely poor diet. Reading up a little more, it could be sarcoptic mange, which can be transferred to humans. Might be good idea to notify Game and Parks and let them handle the situation. Looks like it is mange. It would be a good idea to get that one out of the population before she spreads it to others. Coyotes and fox are prone to this nasty ailment. I have seen coyotes that have almost no hair left on them.
