You might be refering to the mudgards as well but they are over the wheels.

If you are talking about the steel chasis then that's that but other wise there's usually a protector below that that is called a rocker panel. It's generally made out of plastic.

The steel part below the doors is called a rocker panel.
It is sometimes covered by plastic to enhance appearance.
