With only 6 tiers and the money/weapons requirements being average at best, was Cuba too easy? Short?

in a word, yes. It is not until El Cacique that the city even starts to become hard. To compare... In New York, by Consigliere, and definitely by Underboss, you are pulling your hair. and in Moscow, you are pulling your hair as early as Episode 2!

Cuba was short and easy. I loved the lack of the NY consumables showing up until the final tier. Think of it as a breather or break between finishing up NY and taking on moscow.

I got stuck briefly in the El Padrino tier while gaining enough money to buy some items, but it really has been NOTHING compared to my progress in NY and Moscow. I'm starting El Cacique soon, I think it has taken me a week to get this far. If Zynga adds more tiers, I'll play.
