You can delete all .TMP files by using Disk Cleanup http://windows.microsoft.com/en-US/windows-vista/D elete-files-using-Disk-Cleanup .  Of course, it will not delete those in use (any more than you could do so manually) so be sure you don't have any open programs using temporary files if you want to get everything.  The best way to do that is to do the cleanup right after booting up the ...
