It probably won't work on a draytek but a firmware with inbound qos (tomato) can do it, although since it's not "true" qos you need to set the inbound lower than you would with a qos system. In my case its 600k to prevent games/voip (~120k) breaking up, but it sill adds 4-5ms which is a fair trade imo.
A qos isp would be preferable, if you find any of those though...

I have a draytek which can do QoS, it can do outbound fine but struggles with incoming data understandably, a http download can cause breakup in voice on the VoIP phones, is there any way around this other than going with an ISP that offers QoS their end?

What sort of bandwidth reservation do you have set for the VoIP QoS class? You might need to set that a bit higher for it to stop HTTP breaking it up, also if it's something like a 2820 router, it's worth checking the QoS statistics while using the connection to check whether or not the traffic is being detected as part of the class or not.

Strictly speaking outbound qos is all you need, the problem is you almost always have more upload than you need to download so it's not very useful. Personally I'd call draytek before getting a replacement, they're support is switched on in a way that most aren't i.e. it's actually worth talking to them.
As for tomato, well there's talk of a new kernel but currently there's no n or gigabit ...

To add, you likely won't find an ISP offering QOS in the UK. BT's xDSL platform doesn't support DSCP or COS so basically that's out. Virgin media don't offer a product I know of, so you're left with whether any of the LLU providers offer a QOS enabled service - as they don't really serve the business market I find it unlikely...
