I got a used mountain bike, and have gradually converted it to more of a commuting bike, with thinner tires, a rack, saddle bags, and so on. It's a Trek, with Shimano Acera shifters (3x7) on it. Going downhill it shifts fine, but when I'm going uphill and try to shift down, there's some hesitation, and it's commonly pretty difficult to get into my lowest gear. I'm not that familiar with deraileurs, but a google search for "shimano acera manual" turned up this page which has then got links to an exploded diagram and the fitting and adjustment instructions .
