"Perfumey", to me, means a scent that is too well-blended for my taste. Notes are not (rop) individually identifiable. When asked what it smells like... the answer is "perfume" (not jasmine, or vanilla, or any combination of nameable notes).
I think it means a scent that doesn't mix well with the person's chemistry and all you smell are the chemicals they put in the perfume. Or it could also mean a pungent overly done scent that is trying to be a perfume.
To me, it means just 'perfume' is the first thing that comes to mind when I smell it. Archetype ++ perfume. Hard to explain exactly, not necessarily a bad thing but it could be boring.
2nd especially when cold and warm floral notes are mixed all together (for instance lilly of the ++ valley and iris are typically cold notes to me and I dont like them blended with warm floral notes or citrus, but I can like iris in non-floral blends for instance vanilla or gourmand)
