Actually, City of San Antonio gets no sales tax money from Olmos Park, Terrell Hills or Alamo Heights. They are incorporated cities. The fundamental purpose, I believe, is for the government to provide the basic services like police, fire, roads, schools, prisons, etc. User pays would mean that only those with children would pay for schools, only those who use the police/fire department would get a bill for services, those who use the prisons...

It is a matter of point as much as anything...why would you be willing to pay for a road again? Money was designated in years past to build overpasses and thus eliminate traffic lights on the main corridor but that money was siphoned off to be used on other things, not necessarily related to roads or traffic at all.
