From 1939 until the early 1950s food ratoning provided the "parasitic vitality" that kept the wartime ID card scheme alive. ID cards had to be presented to get ration cards. Could "carbon rationing" provide the parasitic vitality for a new ID card scheme?

Also note the insidious reference to "bankers". apparently they have replaced "terrorists" as the current public figures of hate, and are the new aunt Sally to be wheeled out at every opportunity. And yes, the "unique number" to be used with every transaction, fits in very nice with the NIS which is ready made for such a scheme.

I have the same concern, Andrew. Climate change arguably beats even terrorism and paedophiles as a sacrosanct cause that nobody dare criticise. Anything with that much traction needs to be watched carefully!
