I totally agree with you. There was no ring of authenticity to it for the reasons you state.
It was so horribly miscast. Scorcese has some kind of a love affair with Leonardo DeCaprio and puts him in all the Scorcese films no matter how inappropriate. The only Irish actor was Bill, the Yankee villain, played by Daniel Day Lewis.

I agree the film is flawed, but it is not because DiCaprio was in it as opposed to Ferrell (who can do good movies like In Bruges, but mostly sticks to Daredevil, SWAT and The Recruit). I'd like to see a Neil Jordan version of GONY.
Ken Loach would be another great choice. I know he's not an irishman but he has directed my favorite irish film (The Wind that Shakes the Barley).
However I doubt that Mr. Loach could be remotely interested on working within the Hollywood system.

My point is, I really don't care who made the film or who the actors are if they do a good job. My point is that there is nothing remotely Irish in person or in acting in Leonardo DiCaprio. Scorsese puts him in all his films no matter how inappropriate. What's up with that?
