Actually many of those small busineses are sub contrators that profit from those larger contracts.Many of the large contracotrs actually have to report to the government on the work of those subcontrators.I wouldn't even want to guess the per centage of sub contraors working under those large contract;but it is a large per cenatge of small business.

Of course they will extend it. Bread and Circuses is what democracies turn to in their decline. It happened in Rome and now it is happening here.
