I'm an American living in Bamako, Mali (in west Africa) and I've been dying to find a bike. Locally, there's nothing available and shipping a bike over here from the states is prohibitively expensive. However, I lucked into an old Trek 820 thanks to a connection at the US Embassy. with a hundred dollar budget you are not going to get wheels, RD ,cables , pads, and a new seat. you could(should) single speed it for cheap but it still wont be under 100. the wheels are what kills it.

If you have enough internet access to do a lot of reading I also support single speeding it if your limit is $100. I think one essential you're lacking is a good bicycle co-op since used wheels are a big help to a budget project, if it's even plausible that you could run across a set you shouldn't rush it. Apparently nobody that has answered this has been among the ranks of the truly broke. Buy a donor bike off of Craigslist. Get one that is an 8 speed with rim brakes, strip and ship. Get new cables, grips and chain though, worth the cost and they will help the bike feel new. You would have to have your Dad take the parts off, if he is able. If not my plans a bust. Good luck.

I lived in east Africa for a few years and there were container loads of old mtbs being shipped over there - the pain was that there were no bargains to be had. A POS ancient, scarred, rigid Giant would be $200 for example, just because it wasn't Chinese. For $200 you can get a full-sus shiny Chinese anchor with wheels on. Choices, choices! At any rate, at least it's not true that 'there are no bikes in Africa'... although...
