I'm an American living in Bamako, Mali (in west Africa) and I've been dying to find a bike. Locally, there's nothing available and shipping a bike over here from the states is prohibitively expensive. However, I lucked into an old Trek 820 thanks to a connection at the US Embassy. It's a bike that was used by a Peace Corps volunteer and then parted out, or so it appears.

with a hundred dollar budget you are not going to get wheels, RD ,cables ,
pads, and a new seat. you could(should) single speed it for cheap but it
still wont be under 100. the wheels are what kills it.

wheelset above
you also need a cassette

and lockring

thaT wheelset is a pretty good value. have you picked a derailleur ?
also get a book on how to fix stuff maybe

You fail at reading comprehension, or did you miss the part about his Dad stripping the bike?
If you have enough internet access to do a lot of reading I also support single speeding it if your limit is $100. I think one essential you're lacking is a good bicycle co-op since used wheels are a big help to a budget project, if it's even plausible that you could run across a set you shouldn't rush it. If you scored a local wheelset and your chainrings can be separated, all you'd need would ...

You would have to have your Dad take the parts off, if he is able. If not my plans a bust. Good luck.
If you wanted to go to a SS bike I can help you out. I have a Sette SS kit, and Sette tensioner that were used for 2 rides that I would be willing to send you if you pay the postage.

there is not one thing that talks about his dad stripping the bike, it was already stripped from someone at the embassy

So as it turns out, I might be headed home for Christmas for a couple weeks. My plan has changed and I think I'll instead start looking for...
